Some maybe wondering what is a child welfare system. This is a group of services that promote the well-being of children through ensuring safety, achieving permanency, and strengthening families to successfully care for their children. Families are involved mainly in this case due to the reports of suspected child abuse and maltreatment. Federal Law defines child maltreatment as serious harm (neglect, physical abuse, sexual abuse, and emotional abuse or neglect) caused to children by parents or primary caregivers, such as extended family members or babysitters. It can also also include harm that a caregiver allows to happen or does not prevent from happening to a child. Generally, child welfare agencies do not attend to cases caused by acquaintances or strangers because such cases are the responsibility of law enforcement.

 The concept of the child welfare system is not a single entity. A lot of organizations in society work together to strengthen families and ensure safety of children. Public agencies like departments of social services and child and family services often coordinate with private child welfare agencies and community-based organizations. This is to provide services to families, such as "family preservation" services, foster care, residential treatment, mental health care, substance abuse treatment, parenting skills classes, employment assistance, and financial or housing assistance.

Child welfare systems typically receives and investigate reports of possible child abuse and neglect. Historically, Sweden was the first nation to ban all forms of corporal punishment for kids. In the year 1979, its parliamentary government approved a law prohibiting corporal punishment among children. As such, member of the Swedish Parliament Sixten Petterson said that in a free and democratic country words should be used as arguments and not blows. He added that people should try to settle things through peaceful discussions and must avoid beating children. He perfectly expressed what the law was all about when he said that if people cannot convince their children with words, neither them can with punishments and blows.
Meanwhile, in the United States, corporal punishment of kids in schools is legal in 22 states. Of course, these punishments are allowed provided that they are reasonable and for the purpose of disciplining kids. Moreover, the law prohibiting punishment in daycare centers and other institutions for kids varies in each state. Although corporal punishment may be acceptable to a certain degree, it is not when it ceases to respect the rights of a child. The kids are the nation's future. As such, parents should exercise their responsibilities well in raising their kids.

This may come as a shock to some but in 2003, there were 2.9 million reports given to different child protective services, which involved 5.5 million children in either abuse or neglect cases. To make matters worse, a good 63 percent of this was found to be of warrant and were screened-in.
According to studies, these children who have suffered abuse end up being confused, show signs of anti-social behavior, being depressed, and a lowered sense of self-worth.
This where the importance of child welfare systems come into place. Without these systems, the legislation, and implementation, children across the world would not be protected against malevolent parents.
During the 1989 United Nations convention on the rights of child, it was agreed upon that the state should provide children special care and protection from harm of any kind, and that in such cases, the child welfare system shall take custody of the child to ensure that these children shall never be subjected to such. But the figures are still shocking!
Therefore, the struggle still remains for people to become active participants in the global fight against child abuse along side the United Nations.

 Sometimes, I feel guilty of having born in a nation that places me on top of its priorities. True, I have not experienced deprivation or extreme poverty, and everything I needed, my native land provided me for. Only, when I come to think of other people in foreign countries who live a scarce life, I feel sad about the reality that I am here sitting comfortably in my newly bought house.
Before, I thought it was only in Africa that people get to eat rubbish or food supply delivered to them by concerned nations. But, to my surprise even a European country like Netherlands experience, if not the same, famine. It saddens me to learn the truth that the Dutch people could not depend anymore on the state for their immediate needs.
Specifically the city of Rotterdam in the said country merely depends on charity institutions for food provided that they present the suppliers handouts that are regularly distributed to affected families. I am afraid that the crisis is largely affected by the mismanagement of the welfare system of Netherlands. Nothing is spoken much of the welfare policies, but if Netherlands has been maintaining its scheme, then people will be provided help in times of crisis.

 One of the fastest income-generating jobs in the United States is social service. This includes proper health care and assistance for social industries. According to the US Department of Labor, roughly 9 of ten jobs fall in these services.
Social service is a profession that provides assistance to people in order for them to improve their lives. To be a social worker, you must at least hold a degree related to the field, but a degree in the graduate school which is also related to the field is a great advantage and serves as the gauge for several positions. Social workers are vital to the society for they help make better not only the living conditions of people and the environment, they also aid in solving certain family and even personal problems.
However, these workers focus on the health-related problems more than anything else. They serve in order to provide an avenue for the children to grow physically, emotionally, mentally, and psychologically. They also aid single parents, abused and battered wives and children, and other less fortunate individuals. Other social workers are called substance abuse and mental health social workers. We also have what we call as work planner social workers and policymakers. There are still other types of social workers. But, one thing is for sure, they all provide social services to help improve lives and the environment.

 The poor citizens of America are considered as the least powerful people in the country. It follows that their rights and the so-called civil freedom are in what we call as precarious state. I think this is a vivid sort of social discrimination.
While we Americans brag about our country being the bastion of democracy, there are signs and manifestations of certain inequalities within many states. We should try to eradicate this kind of system that is slowly eating us and deteriorates the real essence of democracy. We should strive to give equal rights, protection, and privileges among others to all of our citizens regardless of sex, creed, race, and social status. A concrete example is when the poor are not rightly represented by legal counsels in court hearings.
In addition, poor children and women are often deprived of certain welfare. There are millions of children and minority that are not given quality educational services, such as quality books and school buildings that are suitable for learning. As such, we are robbing these people of their rights and chances to be able too find better jobs and opportunities in the future. Consequently, when they are not well-educated, they have lesser chance of working abroad to improve their lives. There must be equality for all because it is the foundation of democracy.

 The world is currently experiencing poverty. Because of this poverty many children are neglected. The welfare system for children is established to cater to the needs of the neglected children as well as the abused children both physical and sexual. And if a report has been given to the organization, an investigation will be conducted but only if the information is supported by enough evidence.

The child welfare system ensures safety, permanency, and a healthy environment for the children who are suspected to be abused or neglected by their families.
The family then responds to a program, to strengthen the family-ties and the proper way of handling and raising their kids. That way the children would not be taken away from their families completely, but they would work as one, to change and improve their relationship.
